November and December 2026 targets
Dinorah Figuera has pointed to November 2026 for naming new magistrates and December 2026 for new electoral authorities, and says elections cannot be free until both institutions are renewed.
WHAT WE DO
Venezuela Decides, with partner organisations, monitors the negotiations between the current administration and the opposition represented by the 2015 National Assembly.
In talks held in Caracas in August 2026, both sides agreed to rebuild the judiciary and to reform the electoral authority before any vote. They committed to renew the Supreme Tribunal of Justice (TSJ) in full and to open a new process to choose every magistrate.
In September 2026, the current National Assembly passed that reform into law. It expanded the Judicial Nominations Committee and gave civil society most of its seats, and the committee will vet candidates for the 32 seats on the court. Dinorah Figuera, who presides over the 2015 National Assembly, has said elections cannot be free until the Supreme Tribunal of Justice and the National Electoral Council (CNE) are renewed. She has pointed to November 2026 for new magistrates and December 2026 for new electoral authorities.
We follow each step. We track the committee, report on how the magistrates are chosen, and hold the negotiators to the standard they set themselves. The International Commission of Jurists has warned that the process will carry weight only if it is fully transparent. That is the test we apply.
